What is the subtle difference between these two?

“Be compassionate.”
“Practice compassion.”

"practice compassion" seems to be more forgiving ...

I agree. "Be compassionate" is a lovely aspiration, but it seems either you are succeeding or you failing, only two options.

"Practice compassion," it's implicit that you're PRACTICING, there's a spectrum and wherever you are, you are there. There's always capacity for growth and possibility,

In my own life, I appreciate this aspect:

In the past, if I "failed" or missed the mark on "being compassionate", in my religion, I would need to confess this sin to my priest. In practicing compassion now, this "confession" is an on-going process within myself. The continual process is more rightly called "awareness." Confession, again, has a more dual existence--we don't "confess" our joys and growth and successes to our priest--only where we missed the mark, or failures. Only ONE choice!

I'm finding that this continual awareness regarding practicing compassion, I am able to use energy more efficiently.
